One surv (Jay Park) have all updated perks but no one orange (for learnings other suvrs) PC

I updated blood web for Jay Park till 50 lvl and no more new perks but orange native Jay's 4 perks I didn't see and new generated blood web for this character has no new perks.

So I didn't meet any orange learning ability in bloodweb and can't learn Jay Park's abilities for other survs

    It seems that it should be find in web.. I will continue testing web on other characters
