Decisive Strike not showing in bloodweb.

Morio

I've bought Decisive Strike a while ago in the shrine of secrets but it never showed up in my bloodweb.

i kept unlocking new bloodwebs to see if it would be in there but it wasn't. The character that i can't get this on is my prestige 3 Bill. i have double checked on the current shrine of secrets if decisive strike was on there and it was! and it shows i've bought it. but it doesn't want to show up on my survivor character for some reason.

is there a reason why this is not showing in my bloodweb meanwhile i did buy it?
