Hag is able to teleport while having Waterlogged Shoe

Today, I was playing against Hag and she had two add-ons: Waterlogged Shoe and Disfigured Ear.
Technically, Waterlogged Shoe should forbit Hag from teleporting, but the killer was able to do so, as you can see here:

I've never seen this bug before, so I don't know how to reproduce it, and I don't know how often it's happening because the add-on is rarely seen.
