I play on PC. On Hawkins National Laboratory if a Survivor is downed in the Upside Down area of the map in between the step ladder and wall, the survivor is unable to be picked up. I had this happen in a public match, and was able to replicate it in a custom with my friend. If the survivor is near the corner and is downed, or crawls into the corner, the survivor is then unable to be picked up. I have had this happen 3 times in a row with 2 separate survivors and then my friend.
