There's no reason for Nemesis to spend as much time powering up as he does.
Mutation Rates
If you aren't running Marvin's Blood, this alone is a dealbreaker.
The inability to break pallets makes your first 1-2 chases pretty weak, and the extra meter from T3 might not seem impactful, but it singlehandedly allows you to play several tiles.
So either you run Marvin's Blood or you just aren't a killer with an especially useful power until about 4-5 minutes into your 12 minute match.
Except, oh wait, you aren't even full power then, because that isn't the only thing that slows you down.
Contamination and vaccines
Until everyone is infected and you run them out of vaccines, you need to get three hits to down a person.
This is pathetic.
You need to get eight hits that a reasonably designed killer just doesn't need to deal with, and this doesn't happen until 8-9 minutes into your 12 minute match, if it happens at all because that slow pace of downing people almost certainly means all the gens are getting done.
If Nemesis started at full power, he might be a low A tier killer.
With both of these things gimping him, we're talking maybe a high C tier.
