How come every new DLC is always a disaster?

Haven't played DBD in the longest time, and I was planning on coming back and buying the RE chapter, but with how everything is looking, I don't think I'm gonna pick up the DLC. Which brings up the question, Why does this happen every chapter? I mean this game has been around for 5 years now, how is this kind of thing still happening? I don't like seeing the game in this state, and I want to play it, but it constantly being broken keeps putting me off from getting back into the game.

    They never fixed their code, and now we must suffer for their crappy decisions.
