Does STBFL work on his tentacle?

And does his movement speed drop when you hold tentacle out?

    Typically holding an ability does not lose a stack (holding hatchet, revving chainsaw). Attempting to use it does (releasing a hatchet, chainsaw sprinting).

    I thought under does it work for his recover time or that only work for his main attack? Like with death slinger.
