Matchmaking banned

Why am I getting banned from matchmaking when the Steam servers are not responding? I have no problem with the internet. Lately there have been several flights, I already have an hour ban. Now I am afraid to play in order not to get banned for a longer time.

Is this called dealing with toxic behavior? Players who want to quit the match will quit anyway, they don't care about being banned. So why should normal players suffer when the game crashes or the Steam servers are down?

    It's good when it applies a legitimate ban. If it keeps them out if my games for an hour, that an hour I can enjoy without salty babies leaving the rest of us worse off.
