because they escape if there is one person or one generator left?
When the amount of gens done > amount of survivors alive, the hatch spawns.
So when 2 survs are alive, 3 gens need to be done to make hatch spawn. Naturally that means that when 5 gens are done, the hatch will spawn, since 4 is the max for survivors in a game.
