Why isn't my killer rank going to 20 anymore?

So, my killer rank is stuck on 16. I've been playing this game for awhile, but I'm also incredibly dense. Is there a point to be reached where you can no longer get back up to rank 20? I haven't even gotten sacrifices in my last few games.

You cannot lose a pip until you hit rank 14.  Between ranks 20 and 15, there is no way to go backwards.

rank 20-15 is noob heaven and you cant lose pips in those ranks
