Menu bug in the tutorial

There are 2 bugs with menu operations when a message appears on the screen.

1. Generator explodes when the graphics quality is changed. If it is after the bubble notification has been displayed, the bubble notification will be displayed again.

2. If you try to change the key configuration, the menu operation will be locked; if you press Alt+F4 to bring up the Exit Game dialog, it will be unlocked.
