Aftercare/For The People bug

Hi. I would like to report a bug that is happening with Aftercare and For The People.
The two perks are no longer combining as they should after this last update. When I use For The 
People on someone who is in the dying state, the Aftercare perk is not activating on them as before. 
Please, I would be grateful if you fix this bug as soon as possible. I've been using this combo since I 
started playing this game last year. My platform is the Xbox One.
