Being in dyingstate/carried/onhook does not count as out of chase For Diversion

I was running diversion and noticed that it wasnt charging while i was downed or being carried and even being on hook in terror radius, and when i went to look to see what classifies as being in chase i couldnt find anything but a mod on the other forum redirected me to bug reports. I remember that Diversion would charge while down/onhook/carried as long as the killer was close enough that i could hear the terror radius.
