Ormond Can't pickup survivor.

I don't know if this is necessarily a bug but I downed a survivor at the main building. This particular one had basement in it and a window to basement. The survivor crawled to the window and I was unable to pickup the survivor. They then managed to sit there the rest of the match.
The survivor was expose from Iron maiden and jumped off the top floor and was hit as they landed.
It occurred this game but I know that these window things happen a lot.
