If a killer does not use addons maybe he should get a extra perk (concept)

Ok so hear me out this would be busted strong on someone like nurses Imagine a pop corrupt BBQ infecious sloppy nurse what i propose is every killer has 3 perks admitedly every killer has that one nieche/bad perk like unerving présence on trapper and lightborn on Billy or stridor territorial coup de Grace no way out zanshin rancor coularaphobia etc what i suggest is that if you run no addons you can use a perk of sed killer but it has to be the weakest one maybe rancor or coup de Grace or hell even coularaphobia could become meta i think this could be a health way to shake up the meta please tell me what you think id love feedback

    That wouldn’t really work imo. Let’s say you’re playing Freddy. His add ons are terrible so you’d never run them. Sure his perks aren’t great either but they are still better than his add ons

    This would just make already strong killers who don't need addons stronger and weaker killers who are overrealiant on addons even weaker in comparison right?
