Little changes are easier and better than giant changes.
I personally believe if the devs focused on small changes for killers it would honestly improve them so much. You don't have to add giant changes or reworks to killers to make them better, slight small buffs or nerfs would greatly improve most of the killers. Any time they did this in the past it has worked amazing as well. Plague getting one corrupt pool as base? An amazing change. Wraith now having windstorm as base? Literally mindblowing buff. The one buff everyone says trapper needs? Yellow bag or brown bag as base kit. I believe a lot of killers would be greatly improved with some very simple changes that could really help them. Demo buff? Give him rat liver as base. Myers change? Make tier 1 easier to get out of. Blight super small? Made him taller. All of these are small and they don't instantly make a low tier killer an S tier killer, but they do all make the killer much much better and it would be fairly easy to do than create an entire rework. They did great with this wraith and I feel that almost every killer could use something simple to make them so much better.

Honestly making sure map sizes and rng on the maps is limited then games would be easier to balance around then look at the base game for example base kick damage, base regression speed etc. They could always stop giving killers meme or pointless addons as a start. Remember most players are survivor so they are the louder voice, they want bad players to do and feel like they're doing well
