So if victor is clinging on to a survivor and they take him hostage how are they able to still loop like there isn't something on them? I didnt see any slow down on their running vaulting or pallet throwing...any tips?

there isn't any tips that are different than regular looping.
taking victor hostage is the current counterplay to the twins
Victor doesn't slow them down. He prevents them from repairing and a few other things.
He also gives killer instinct notifications for OTHER survivors near the one carrying Victor.
Holding Victor hostage can be good or bad depending.
It prevents slugging snowballs if a lot of your team is injured, but if Charlotte is already in a chase with someone else, the Twins have two Survivors forced off generators simultaneously.
You just loop them normally on this situation. Also, you could benefit from the fact that they are oblivious to do some mindgames. Speaking of which, I went against an OoO with Twins and was the most infuriating thing ever. He could see me at any place on the loop with Victor on their back and there was absolute no mindgame I could pull to get her.
