The cap is there to stop hardcore players having the 2 new characters p3 on release
Various promotional bp codes allow you to go above the cap
Yes they do need to lower the grind and they have said they have plans
The cap was implemented in the first year of dbd because many things were managed client side and people tempered with their game files to give themselves infinite bloodpoonts.
