No Way Out: Clarification on changes?

So from my understanding simply equipping the perk ensures the exit switches will always be blocked for a minimum of 10 seconds upon the 5th gen getting repaired, right?

And (using T3 as an example) hooking 1 unique survivor makes it 18 seconds, 2nd unique survivor makes it 26 seconds, 3rd unique survivor makes it 34 seconds, and 4th survivor makes it 42 seconds?

Have I understood this correctly?

    That is my understanding as well. Essentially, the changes seem to be a small buff as the exit gate switch is blocked for at least 10 seconds regardless of hooking anybody, and if you do hook everyone, the switch is blocked for 42 seconds total versus the 40 that was visible on the PTB.
