Survivor crawled onto a spot I could not pick them up at

Was playing LF, downed this Steve player but I chased someone else instead of picking him up immediately. When I came back to get him he had crawled onto this table and I literally could not pick him up. Am I dumb? Is there a way to drop down onto that? He literally stayed there until he bled out.
