My experience with widely un-used killer perks.
Forced Penance - Sadly still not a very useful perk. Even after the timer increase. Either the broken survivor will be chased, downed, and hooked while their broken effect ticks down, or they will go to repair gens instead of healing. Although the latter scenario is very useful on one killer, Oni.
Deliberately leave the broken survivor alone and focus on their teammates. Then once a gen is popped keep a mental note of it as that gen likely has a bunch of blood near it. The perk still isn't amazing but it helps keep your power up more often.
Dead Man's Switch - This perk is so difficult to get value out of without Nemesis. The 45 second duration is just not enough to apply any meaningful map pressure, let alone being able to only use it 3 times a game max. But I did find one very specific build to use it with: Freddy + Class Photo add-on.
After hooking the obsession teleport to any gen you think has people on it. The add-on will likely spook any survivors currently repairing gens and may block multiple at a time. Survivors may learn of this and continue repairing to avoid the gen block, which allows you to either get a free grab or hit if you teleport to their gen. The combo is even better with information perks such as Discordance and Thrilling Tremors.
Hoarder - Ignoring the massive downside of giving survivors extra items, it isn't a terrible information perk at the start of the game. Since survivors can occasionally spawn next to chests, and naturally start opening them, this can get you a chase early on. And the perk especially shines if someone makes the terrible mistake of going for the basement chest against a Leather Face. I'd honestly recommend trying this just for the meme potential alone.
Play With Your Food - Easily one of the best killer perks in the game when paired with Nemesis. Despite the unjustified attempts to nerf its synergy with almost every killer in the game, getting even a 5% extra speed boost can make many previously safe loops unsafe. And turns 110% killers like Huntress into looping monsters until they land a hit. Would highly recommend trying out.
Current list of killers whose power doesn't use up tokens includes: Trapper, Wraith, Hag, Nurse, Pig (RBTs), Freddy, Twins, Ghostface and of course Michael.
Furtive Chase - Another obsession perk that is almost completely useless without Nemesis. You can do a number of things in combination with other perks and add-ons, such as Nemesis and Make Your Choice to make a hook rescuer exposed and oblivious for 60 seconds and being able to see their aura for 4 seconds after the unhook. But my favourite is this:
Furtive Chase + Rancor + Nemesis + Bloodwarden. Once the gates are powered make sure that the obsession isn't on death hook. Instead of killing them, hook them as close to the gates as the can and bait someone into saving them. The saviour will be affected by Rancor the moment they finish the save, allowing you to 1-shot and murder them on the spot. This in combination with Bloodwarden gets you a free kill plus extra time to potentially get more. Not to mention how much it spooks the hell out of survivors when it procc's on them. Would highly recommend trying out.
Coup Da Grace - This perk has really only 2 uses. Either on generic M1 killers to potentially land 5 hits where your tokens will often be wasted on lunges that would have hit the survivor anyway, or on killers that can actually make the perk useful. Any killer that can use their power to reliably down survivors instead of basic attacks will always be able to use the extra lunge range at the best possible time.
Blight, Huntress and Demogorgon can all massively benefit as they can basically win the game without ever throwing out an M1, meaning they can save the tokens for loops where their power struggles to land hits, catching survivors off guard. I'd recommend trying out the perk on any of the aforementioned 3. It still sucks that the perk was nerfed from the ptb though.
