BUG - Bloodweb Generation Error, only generating 3 perks per web but 8 uncompleted perks remain

Platform: PC, Version 4.5.1

Description of the Issue: I am leveling up nurse and completing P3 with all perks and I just noticed that I'm getting only 3 perks per bloodweb instead of 4. I still have 8 perks at level 2 and should be getting 4 perks per bloodweb, right?

Steps to reproduce: Generate new Bloodweb with only level 2 perks remaining to level up(?)

Only noticed the last couple of bloodwebs!
