Increasing the chances of Sacrificial Ward appearing in bloodweb?

Personally I find that this change is much needed as I keep seeing survivors using map offerings, be it SWF or solo. The supply of map offerings always overwhelms sacrificial wards, since there are 4 survivors and only 1 killer.
If it's not possible to change the appearance rate for just 1 Rare (Green) item, then I think one possible method would be to upgrade it to Very Rare (Purple). Not sure whether this is the case for everyone, but I find it easier to get specific Very Rares than Rares due to the smaller variety of Very Rare items.
