Is the Blight's bloodweb bugged?

When you hover over the portrait of a killer in the character select screen it lists their teachable perks in a specific order and normally the order listed is the order that you unlock them at levels 30.35. and 40.

When you hover over Blight's portrait it lists his teachables as:

Dragons grip

Hex Undying

Hex blood favor

I just got him to level 35 and the teachable that was available to unlock was hex blood favor. Shouldn't it have been undying at level 35? I was able to unlock dragons grip at level 30.

Am I misunderstanding how the teachables work or was it actually supposed to be undying at level 35?
