What new penalty system?

Sand

Hello I was just wondering what new penalty system was coming out? I played a 4 man swf and won at the game rework and they did the trash talk that should get the banned that doesn't but then went on for a minute or two about how the new penalty system is going to screw me over? What do they mean??
