Opinions on Skill Checks

I need some second opinions. Does Stake Out make all skill checks +2% or only the special ones from using tokens?

The first one is a Stake Out token. The second is normal. Are they the same? Is one a larger boost than the other? I can't quite tell.

    When provided with tokens, this perk turns good skill checks into great. Good skill check with Stake Out = great skill check. The skill has an incorrect description.

    Ok I think I get it. Its just converting goods to greats. So the normal great skill checks are also +2%
