I think a mod would usually post a thread where you could ask the devs a question.
You should just be able to ask your question in the "Q&A" Subforum. It's pretty similar to making a post.
The Mods and Community Engagement Team generally let us know when a new Q&A stream is approaching, plus they frequently add banners which also mention when we're close to one.
Do keep in mind that your question may not be featured in a Q&A Stream unless a lot of people up-vote it. They tend to take the most popular questions for those streams. By that same token, you can also search to see if your question (or something close to it) has already been asked.
Edit: You can't do this until they re-open that Subforum for an upcoming Q&A Stream. But they have been pretty good about making it clear when questions can be posted there.
