The Twins are really only good for slugging

Let's run through a quick checklist

Map Pressure

Not really. While Victor can move very quickly, it is very hard to capitalize on any success he makes. If you hit someone healthy, you still have to walk over there. If you down someone, if someone is next to them they can easily kick Victor and then have to walk over there before they finish healing the downed survivor. Victor is more of an annoyance than an actual threat.

Gen Pressure

Once again, not really. While being at two gens at once seems powerful, certain limitations mean that a survivor could be doing a generator right in front of you and you still run into the issue of having to actually walk over there to the other gen if they kick/get hit by Victor.

Chasing

At first glance, Victor seems very powerful in a chase due to his high speed. However, it is more bark than bite. You can't really do a lot and he struggles in most loops.

intel

The Twins are pretty good at interrupting certain actions, especially unhooks. That being said, the problem is knowing where these opportunities are. Victor can't see scratch marks and Charlotte is only as fast as a normal killer, making them rather bad at getting intel. Yes, Victor can reveal survivors with Killer instinct, but it is rather easy to avoid him since it only goes off when he is not controlled. Victor's built-in bloodhound on the other hand is very useful.

Slugging

Oh Boy, I don't think I need to go too in-depth on why the Twin's power is so good at slugging. Being able to know the exact location of a slugged person and knowing when someone is going for a save is very powerful and when combined with Victor's ability to down injured survivors, makes it very unfun for the survivor left bleeding on the ground.

Conclusion

The Twins' kit is suited for slugging and slugging alone. While the intel they can get is not bad, it is all geared towards downing injured survivors, which then leads to slugging.
