If a survivor is downed while repairing a generator, they can't be picked up

• Description of the issue: If a survivor is downed while repairing a generator, they can't be picked up if they don't move

• Steps to reproduce (if possible): Play survivor, repair generator, get downed (not grabbed) while repairing. Don't move, you cannot be picked up.

• Happened many times now from survivors that exploited it.

I made bug report about this for ps4 when I realized what was happening as a survivor.
