Question about the new chapter

I don't have much time to follow streams or anything so can someone explain to me what is happening with releasing the new chapter incomplete? Like is Charlotte being released with victor's locker problem? Thanks in advance for the answers

    it seems survivors running in a circle in a tree also counters victor from what i seen from tru

    I think I saw somewhere that they’re going to make it so victor can hold lockers shut. But I know for a fact they’re gonna give killer instinct whenever a survivor has his of their head for 45 secs or more

    They actually tweaked the activation time of his attack a little bit to make his looping ability stronger. But indoor know how much they actually changed there...

    The changes won't all be implemented today.

    They gathered feedback from the community and started conceptualizing a completely new feature for Victor where he can hold a surv for a short amount of time in the locker.

    people call the absence of this feature incompleteness, but it really is not. They should have had something for the locker thing ready for the PTB, but they hadn’t. That does not mean it was incomplete, it was intentional for all we know. This is definitely bad and does make Victor super weak. But then again Freddy wasn’t considered incomplete on his release, it was just a power with obvious weaknesses.

    So by incomplete they mean locker counterplay. They pla to change it so the child can hold survivors in lockers for an "x" amount of time if they jump into them so that Charlotte can grab them if she gets there in time.
