Survivor Count Not Accurate

So I noticed this after I was taking a look at the emblems to see just what you should be doing to improve on the emblems when I noticed one of them accounts for the amount of suvivors you find. Seemingly that would get you a lot of points easily as you should just about always find all four. I managed to hook all four survivors, meaning I clearly found all four, yet it only gives you one point or is only accounting for one survivor. Is this a bug? I know sometimes it won't account for a survivor when you down them but at that point you have already hit them meaning you have indeed found them before.
