Victor and exit gates update, a better solution
Why not just make it so that if the killer downs a survivor while Victor is on them, Victor stays on them for a short time while they are in dying and prevents them from both crawling and recovering. This would probably be easier to add than what was suggested as a change and would give more value to the killer during the game as well.
