Trying to understand the logic of block- and friendlists and matchmaking

Because it just came up with friends:

Why is it that adding someone as friend apparently prevents (or significantly lowers) any chance of meeting them again at random (so, no swf or even on opposite sides), but BLOCKING someone does nothing in terms of altering the chances apparently.

If the devs say 'swf are fine etc' whenever things like OoO abuse etc comes up, then the logic can't be 'oh, but if you play killer and see a friend that'd be unfair to the others because you'd give the friend special treatment and farm the others or someting'

Like sure, there'd be brats that'd do that, but... cross your heart, who'd be the player getting trolled the most if you play killer and see them pop up in your lobby at random?
