As it stands, the perk is a bit gimmicky.
If the idea is to be able to tail the killer undetected, why not take the token system and make it so that for each token, your next loud noise action is not detected and has reduced noise? Would fit well the style IMO and would prove useful in jungle gym chases.

So essentially quick and quiet but gimmicky and reliant on not being found in which case, why would you ever use it over Q&Q?
