PC - Only 3 generators spawned on the Coal Tower map

Step 1 : Boot the game

Step 2 : Disable Crossplay

Step 3 : Play as Nurse in public match

map was Coal Tower

And as soon as the match loaded there were only 3 generators. The offering used was the Pustula Petal. When the survivors did the 3 gens they still needed to do 2 more to get out but there were none to do so I killed them.
