Fix DC Penalty already

So when will this dc penalty system be fixed?

There are so many bugs and crashes out there, too many innocent people getting punished. DC penalty should never exceed 15 minutes like this. Remove dc penalty or at least give us a casual game mode without a penalty system. Try hards can play in ranked then with the penalty implemented.
