Topics of Nov 2019 Developer Update responsible for quality of this Halloween event / cosmetics?
The Devs said back in Nov 2019 that they wanted to move away from Exclusive Cosmetics, and make events more based on XP. I think the items obtained from streamer codes are too exclusive to be consistent with what the Devs wanted, at least according to the update. I will say that having a blood hunt over halloween weekend is on point, but removing the free outfits is a major let down in my opinion.
There are a few reasons why we’ve decided to unlock these cosmetics for everyone. To start, most these cosmetics were unlocked using Steam codes and could not be unlocked on the console versions of the game, meaning we couldn’t give these codes to console players. Given this limitation, we have moved away from exclusive items in recent years and want to continue the trend of making cosmetics available to all PC and console players equally.
Most importantly, the codes for these cosmetics were also being sold by code resellers for exorbitant amounts of money. Others were taking advantage of this by creating fake listings to scam people out of their money. This is not something we endorse, and not something we are able to support if someone does fall victim to one of these scams.
By giving these cosmetics to all PC and console players, we hope to put an end to shady resellers and scams while also including everyone, regardless of the platform they play on.
FUTURE EVENTS
Recently, we’ve changed the way we handle in-game events and wanted to take a moment to explain why we’re putting elaborate objectives on hold. Unique event objectives take a huge amount of time to create and test, taking up time that could be spent fixing bugs and creating new content that’s available year-round. Going forward, events will be focused around extra Bloodpoints (through Offerings and/or Blood Hunts), Archive challenges, and event-exclusive rewards within the free track of The Rift. This allows us to focus our efforts on game health, which we ultimately feel is for the best.

Even though I thought last years Halloween event was a fiasco, this event isn't any better, and even though last year wasn't great, I still think it was better than this years.
For anyone that doesn't know about last years event...
Last year you had to fill vials with serum by interacting with a pustula canker. There were only so many on the map, and once they were gone you couldn't get anymore. You had to fill the vial 60 times or something like that to get all of the free cosmetics possible. So, some people realized they could get more serum if they suicided once all of the cankers were gone. That way they could get into a new match with new cankers. It was lame for everyone because people straight up stopped playing normally for the most part, making the entire game revolve around this 'mini game' of sorts. This event went on for weeks.

Right? They did do some of that, but I don't see where the streamers fit in, I guess.
They stick to their promises only when it benefits them lul
Derp. The charms aren't technically cosmetics, as they don't alter your appearance. Charms are accessories at best. For some reason I thought the Dwight thing was an actual cosmetic.
Another thing that is counter to this point, is that there ARE exclusives, they just come from the rift, now. Like, the serum vial charm I believe they said would never be re-released.
