What would you prefer more?

Releasing a new chapter consisting of new Killer and Survivor and introducing 6 new perks every 3 months,

or

Releasing paragraphs instead of chapters which will offer only Killer with his 3 perks to buy AND revision of 3 the most rarely used and weakest Survivor perks which alreafy exist (for instance reworks for This Is Not Happening, Dark Sense and No One Left Behind)?
