Now that Hex: Blood Favor's ability to lockdown pallets exists, it's time to buff Cruel Limits and let it also block pallets near completed gens.

Not op. Only lasts 30 seconds; can only happen five times per match at most (and requires the killer failing to protect objectives); and only has a 24 meter range.
