Fix Decisive Strike NOW! Tunneling isn't fair and fix the PIP penalty for survivors when DC happens

-On some killers since the last update DS is an instant stun without the 5 seconds which means I get tunneled and put back on the hook which isn't fair.

-It isn't fair that the killer gets a safety pip if one or multiple survivors disconnect but survivors still lose a pip if a survivor o multiple disconnect from the match.

If killers aren't punished , survivors shouldn't either!!!
