Flashlight bug?

This seems new to me, I don't know what's up:

I ran into a survivor (and I made sure to report it) that stumbled into some kind of bug/exploit where they could blind me with a flashlight before the blind was finished repeatedly & it just like, froze me in place with a blind screen for about 15 - 20 seconds because they just kept doing it. They seemed to know this bug well, since they spent the whole match following me around & doing it. This seems pretty game breaking?
