More popular Survivors get more cosmetics
For original characters, it's clear to me that the more played Survivors get more cosmetics. The Devs obviously have data on the rates of Survivors in matches. It's the reason why Adam and Jeff have tiny little drawers of cosmetics. And Yui and Zarina are already working towards walk-in closets full.
The more popular a Survivor is, the more cosmetics they get. It makes sense from a business perspective even if I don't entirely agree with it.
