0 cooldown when pyramid head stops using power.

• Platform - PC

• Description of the issue - Whenever Pyramid Head stops using his power to generate a Rite Of Judgment, he can attack instantly without a cooldown. (Yes, that small cooldown that existed until now for some reason doesn't exist anymore.)

• Steps to reproduce (if possible) - Just use PH and start generating a Rite Of Judgment trail, whenever you release the right button, you can instantly attack without the small cooldown that until now used to exist.

• How often does this occur - Got a game where it happened everytime and tried it in custom games, seems to happen everytime you try doing it.
