I'm surprised they don't just give people the Rift skins because they are earned only from the Rift and no other way, kind of like events. Hmm....
when you buy the game, you automatically get those, and people who play on free weekends or by steam library share don't get them.
Those items are back when the developers had you collect skins in a different way.
They're skins that are unlocked for everyone, and thus you get them as soon as you get the game.
Newer skins work in a different way, so those are not in there.
