it used to reduce the slow down?

    If i'm not mistaken then the addons should just reduce the cooldown between bottle throws.So you can throw all your bottles faster than normal.

    There’s a delay but not a movement speed penalty

    There is a delay after throwing a bottle where you can't attack or throw another bottle, feather shortens that delay.
