I got to 4 stacks and the perk didn’t work and was deactivated the entire game. No Great Skills checks were counted as a token.

It doesn't burn tokens if you hit greats, it just doubles the impact of them on the gen. Hitting goods should be turning them into greats at the cost of a token. Either you hit every skill check perfectly or it broke somehow.
