A hot take : some perks should apply to each survivor individually to warrant long cooldowns

A good example : I'm all ears - a great perk, crippled by a very long cooldown thats designed to prevent it's use multiple times in a chase

The solution? Make it apply to all survivors individually - that way it wouldn't be likely to activate multiple times per chase, yet would avalible as soon as you start your *next chase*

Same with spies from the shadows - I'm of the opinion it should reveal survivors auras when they scare crows. But individually go on cooldown for a period of time. Would make crows a potentially scary thing to avoid.

Etc etc etc. This could also be used to "nerf" already strong perks, by making them apply per survivor (ie pop goes the weasel wouldn't work if you hooked the same survivor within 60s for another pop. Edit : this isin't me wanting a pop nerf simply an example to discourage tunneling for extra pressure.)
