Is PTB Clown better?

For those who have played him on the PTB does the change to the Clown (no longer slowed when throwing bottles) make him better? I hope this isn't the only change they have planned but a step in the right direction. He is such a chore to play currently and it would be nice to have more killers to play against good survivors.

    I didn’t think it was debatable. This is the number one criticism of his power and poof it’s removed.

    I guess the question is how much better is he, was this enough of a change for them to not consider making any more?
