For the People is it intentional not to work against the Executioner or is it a bug?

I was playing on the PTB and was trying to use For the People and I play on controller so I tried pressing A and nothing so it was unusable. Is this a intentional Mechanic or not. Perhaps others can try to test this as well and give feedback.
