Not according to the EULA we all signed, unless the place where you live has laws which say that you are. This is what it says in the EULA:

I'd say no due to the EULA as Fibi posted however I would maybe get in touch with a mod who can probably link you were to send a ticket (I don't follow this stuff myself sorry) and perhaps you could plea your case there.
If you purchased the game within a reasonable amount of time and feel its unplayable maybe something could happen. This is pure speculation of course and I in no way can determine the outcome.
